Regulatory information

CreekCo is the public telecommunications identity of Spirit Creek Communications, an operating identity of Spirit Creek Gardens Inc., a federally incorporated Canadian corporation.

Current status

CreekCo is in a controlled development and regulatory-readiness phase. This website does not represent that retail or wholesale telecommunications services are presently available, that a particular licence or registration has been granted, that Commission staff has reviewed or accepted any final 9-1-1 customer-notification text, or that CreekCo is acting as a competitive local exchange carrier.

Pre-launch public-safety gate

Even where a test, demonstration or partner-provided line may appear capable of reaching 9-1-1, CreekCo does not represent that the service is safe for reliance as a lifeline or life-safety service. No production voice service will be represented as available until the applicable registration or licensing steps, emergency-service arrangements, carrier obligations, customer-notification text, express-consent process, accessible-format process, warning-label process, address-management controls, testing evidence and written internal production authorization are complete for that service.

Canadian local VoIP preparation

CreekCo's launch controls are designed around the CRTC framework applicable to local VoIP providers. Depending on the service configuration, that framework can require provision of Basic or Enhanced 9-1-1, notification of limitations before service starts and during service, an easily accessible web notice, express customer consent where limitations apply, alternative formats and explanations upon request, warning labels and submission of proposed customer-notification text to the Commission. The exact obligations will be determined for each service configuration before launch.

Internal production authorization is not CRTC certification

The CRTC does not generally certify a VoIP service as a “lifeline service.” Any CreekCo reference to certification means an internal evidence-based production gate; it does not imply CRTC endorsement, approval, immunity from outages or guaranteed call completion. Regulatory registration or a BITS licence, standing alone, does not establish that a specific voice service, number, device or location is ready for emergency reliance.

Underlying providers

Future services may depend on third-party carriers, Internet providers, numbering administrators, emergency-service providers, cloud platforms and equipment vendors. The identity and role of applicable underlying providers will be described in service-specific materials where required.

No regulatory endorsement

References to the Canadian Radio-television and Telecommunications Commission, the Canadian Numbering Administrator, public safety authorities or other public bodies do not imply endorsement, approval or certification.
